Our History

From Humanitarian Response to Regional Engagement

CARE began working in the Balkans in the early 1990s in response to the conflicts that followed the breakup of the former Yugoslavia. As communities across the region faced displacement, destroyed infrastructure, and deep social divisions, CARE Balkans provided emergency humanitarian assistance to families affected by war. As the region gradually moved from crisis to recovery, CARE Balkans expanded its work to support reconstruction, refugee return, and the rebuilding of communities and local services. What began as a rapid humanitarian response gradually evolved into a long-term commitment to supporting sustainable development and social progress across the Western Balkans.

Supporting Inclusive Development and Civil Society

Over the past three decades, the Western Balkans has undergone significant political, economic, and social transformation. Throughout this period, CARE Balkans has worked closely with local civil society organizations, institutions, and communities to promote social and economic inclusion and strengthen democratic participation. Our programs support marginalized groups—particularly women, youth, Roma communities, and other socially excluded populations—by expanding access to opportunities, services, and decision-making processes. Strengthening civil society and fostering partnerships with local organizations remain central to our approach, ensuring that change is locally led, sustainable, and responsive to community needs.

Advancing Gender Equality and Social Justice

Gender equality has been central to CARE’s work in the Balkans from the beginning. Recognizing the impact of conflict, economic transition, and deeply rooted patriarchal norms, CARE has consistently worked to empower women and girls and promote more equitable social norms. Today, CARE Balkans focuses on advancing social and economic justice, with women and girls at the center of lasting change. Our programs work to prevent gender-based violence, promote economic opportunities for marginalized groups, strengthen local civil society, and support communities in building more inclusive and resilient societies. These efforts are carried out in close partnership with grassroots organizations, regional networks, and public institutions across the Western Balkans.

Through these partnerships and programs, CARE Balkans continues to work toward a future where equality, dignity, and opportunity are realities for all.
