The project “Brčko Inclusive Socioeconomic Initiative” is implemented by CARE
International in partnership with the Development-Guarantee Fund of the Government of
Brčko District (RGFDB). The project is supported by the Government of the Czech Republic
through the Czech Development Agency.
The initiative contributes to the socio-economic integration of disadvantaged and vulnerable
groups in Brčko District (BD). Its overall objective is to increase social inclusion and create
sustainable employment opportunities, with a particular focus on marginalized populations.
The project achieves this by strengthening employment capacities, supporting entrepreneurial
initiatives, and fostering a more enabling environment for inclusive economic development.
Through targeted trainings and awareness-raising activities, disadvantaged and vulnerable
citizens improve their employability and gain better knowledge of their rights. Financial and
technical support is provided to unemployed individuals and aspiring entrepreneurs,
contributing to the development of skills, creation of new jobs, and sustainable employment
opportunities. In parallel, the project works to enhance the broader economic environment by
promoting public-private partnerships, addressing labour market barriers, and encouraging
sustainable employment models.
The Development-Guarantee Fund of Brčko District Government (RGFDB) is a public
institution established under the Government of BD, responsible for providing financial
support and guarantees to small and medium-sized enterprises, entrepreneurs, and agricultural
producers. Its core services include credit approval and placement of funds, allocation of
financial resources to SMEs, investment activities, and provision of loan guarantees to
businesses and farmers, particularly to stimulate employment and rural development.
Within the project, the Unit for Implementation of International Projects (PIU) at RGFDB
acts as the main project partner and focal point, as mandated by the Government of Brčko
District. The PIU serves as an intermediary between CARE and the Government of BD,
particularly on strategic matters such as legislation, sustainability, and long-term financing of
project results.
Through this project, the PIU established the (Self) Employment Socio-Economic and
Entrepreneurship Centre – SEI Centre. The SEI Centre provides comprehensive support to
residents of Brčko District, especially marginalized groups, on their path toward self-
employment, entrepreneurship, and long-term employment. It offers training courses,
coaching, consulting, mentoring, psychosocial and therapeutic services, and serves as an
incubator for start-ups and early-stage entrepreneurs, contributing to sustainable local
economic development.
